that doesn't quite explain why everyone freaks out before ED-209 starts shooting, so they seem to know that it's armed. It's like the ending of The Terminator 2 if the Terminator were capable of feeling/expressing pain and sadness opposed to having a psychological interpretation to cope closer to the humans. That's also added with them utilizing zany hardware and not actually covering other technological bugs. You can clearly see their eerie reactions through the screens embedded into their armor that shows they're still in pain and would rather consider suicide than live as a ruthless and heavily governed killing machine. The reason why these tests continue failing are because the human subjects couldn't sustain the amount of agony they must've went through and visioning themselves as a humanoid. The individuals used for these "tests" unfortunately weren't as suitable as they expected. What everyone seems to misunderstand about the sequel, in regards to this scene especially showing OmniCorp's "progress", is that their fabrication of the original Robocop concept led to heavily flawed and lethal failures. Despite all of the humor, this is actually darker and more terrifying than most audiences thought.
